Is there a way to raise the soil Quality in the area that you live?

like in my village i farm. and i was wondering if i could change my q of dirt
its in the 20s now but it would be great if it was better.

No, you can't raise. Q20 soil is pretty much the worst soil that you can find. Go around looking for q40+ soil and set up your farm there.
