Should I start a new guy?

I've been exploring a bit and it seems my starting area has little in the way of resources. There's no birch or fruit trees. I only occasionally find a boar or cow, no mountains just pine trees, and I've yet to spot people or anything that looks like flax or wheat. My character was severely wounded by ants and only has a sliver of health left. Do I just need more perception to find wheat and stuff or am I just screwed on resources?

I'd be happy if more New Chars would spawn there instead in my area - and he would be happy to explore Baskets everywhere...

So I need 100 points in perception to find a WWW before I even stand a chance to farm? And are there any recommended builds or anything? I haven't found much along the lines of that in anything I've read yet.

You should have at least 100 perception*exploration in order find a reasonable amount of WWWs.
So you just need to raise your exploration to 10 or more, assuming you still have 10 perception.

Highest I've found was some q18ish ball clay. That's pretty bad right?

Low-q clay is better than not having any nearby clay spot at all. Especially if you decide to build a brick wall at some point.
You also should check soil quality, as it limits the quality of your crops. However, at this point, it's fairly hard to find anything above q50 that is still unclaimed.

My first home had q40 soil, which was amaaaaaazing, but it's on a large node so one, damn, and two, I hated the location.

I found a great location for a new character, but my soil q is absolutely shit.
