Kill someone

Someone stole all my shit, including lotsa metal and a high quality pearl(20+). I had just relocated and the palisade was finishing.

I have a buttload of their scents and i know where they live, with rage can i force summon them and kill them? I have a ql 40 sling and 60mms.

No. Get Murder if you want to kill them. If you KO them via Rage you can loot their stuff. Be aware that they can summon kill you with theft/battery/murder scents though.

I thought you could kill them if you hit them every time they wake up from being ko'd?

If you're implying chipping away their HHP, it might be possible, never tried it. It'll take you forever if nothing else.

Rage-killing someone is a long process, though. If you're trying to summon someone from a very active village with members on most hours, you run the risk of being caught trying to kill the perp.

This isn't including the fact that they'd likely be wearing plate armor, which will severely slow down how fast you can kill them, assuming it isn't impossible now because many people already have HQ bronze.
