bug or feature?

I was in my boat and i go to land, and i cant anymore enter my boat cause land is owned by someone.

Feature. Your boat is on someones property, you'll need to steal it to use it again. You'll need theft and to turn criminal acts on.

On the lower left of your screen there's 2 buttons that toggle visibility of personal and village claims. To avoid this problem in the future, make sure they're both on so you can see if you're on a claim before getting out of your boat.

You can still reenter your boat by activating Criminal Acts. ( Even without black skills )

I noticed though, that if you get off/on a village claim like so, you won't have an issue with criminal activity. I beached by a village to see their nifty raft, found it was claimed, was afraid my own boat would be claimed, and climbed back in perfectly fine.

I don't have criminal scents, so I think if it's not a personal claim, it's not an issue. Or I got lucky, or that was an error.
