Can someone explain how quality of finery forges, hammers, anvils affect the process of turning cast iron to wrought?
Does charcoal q matter in the process?

Only turning Bloom into Wrought changes the quality of metal.
The finery forge and steel crucible only serve to lower the quality of the metal if your forge/crucible and fuel are lower qualities than the metal being placed in them.
I do not believe that your hammer/anvil effect the quality of the bloom being turned into wrought, but I may be mistaken.
As of World 3, Bloom has a random variable attached to it when being converted. I don't know the exact variance of quality.

Some brief testing with low q iron:

Input | Output | Tools used | Smithing level
q37 bloom | q36 wrought | q39 anvil, q30 hammer | lvl 34
q37 bloom | q36 cast | q39 anvil, q30 hammer | lvl 50
q36 bloom | q35 wrought | q39 anvil, q30 hammer left hand, q39 hammer right hand | lvl 50
q36 bloom | q35 wrought | q39 anvil, q39 hammer left hand, q30 hammer right hand | lvl 50
q37 bloom | q35 cast | q30 anvil, q39 hammer | lvl 50
q37 bloom | q37 cast | q39 anvil, q39 hammer | lvl 50

Note that I've discarded any results that had obviously been affected by the random +- 20%q.

Conclusively, hammer and anvil q matter. The game only takes into account the lower q of any hammer you have equipped.

I recently read on the wiki that blooms have a 40% chance of being reduced 20% in quality when being hammered from bloom to metal, and 10% chance of being increased 20%. In theory, as long as your hammer and anvil suffice, you could indefinately increase the quality of metal through reblooming it, although the chance of having cast iron turn into bloom, then being hammered into higher quality cast iron is dissapearingly small, so I imagine it'd take some obscene ammounts of metal and patience to make this work.

Speaking of - I guess there's no way of reblooming wrought iron, is there?

Be Full Nature when smithing bloom into wrought. You'll get a near 100% cast iron conversion. You can now continue to gamble with the bloom conversation rate. Rebuild your anvil, hammer, and finery forge every once in awhile. Repeat until you have q190!

The bloom q will be dragged down by the finery and coal, so it's not as infinite as it may seem.
