You need to collect a plant fiber, board, and block to have the discoveries necessary to unlock it. You also need carpentry and farming I believe. If you're lacking any of these, then that's why. Try to collect a plant fiber that no one else has touched when you can just to be sure~!

It must be a plant fiber. You get them from growing Hemp and Flax.

You need to collect WWWs (8 exploration minimum), dry them, and hope you get one of those. Collecting WWWs from different locations (terrain doesn't matter, just position) is best, as the drying results are based on map coordinates so collecting in one place will get you a lot of the same crop.
