Make a village claim with new system?

Ok im trying to stake a village claim. I have all the materials and lawspeaking but i dont seem to be able to build it. My next step was that i huntet a bear and a deer and let that char collect the bones from the animals. But i still am not able to build the claim.

Is the problem maybe, that the tooth of that bear dropped on the ground because my inventory was full?

What do i need to do to be able to have the "recipe"

No but u sure see a lot of um when the new world starts and you dont have a custom client >.>
