How does one determine the quality of their Anvil?

Also, what are the correct formula for a pickaxe? The one stated on the wiki is horribly incorrect. By it's calculations...

Producing Pickaxe 12QL; Smith has 20 str and 16 Smithing.

Backtracking through that formula on the wiki brings... q Pickaxe(12) = 2*(rounded Down((av. q metal(14) + q branch(10))/2)) + q Anvil(?) + q Smithy's Hammer(14))/4

Why do you think the formula is incorrect?
It works out as long as the anvil is between q10 and q13.

Same problem here with Pickaxe Q.

2*(rounded Down((av. q metal(22) + q branch(10))/2)) + q Anvil(22) + q Smithy's Hammer(22))/4

That's the formula with my Q.
Which means
(32 + 22 + 22) / 4 = 19. Exactly 19. And got a q18 pickaxe.

I've found nothing is rounded for calculations in this game. Also, nothing is truncated, and a number could be rounded up or down. So, something somewhere isn't EXACTLY the quality displayed. It's the only way I can figure for these 'one off' calculations as allowing for a floating point number usually resolves the discrepancies.
