Sheer sheep

So I have a domesticated sheep, and in its info page it has a full orange and full brown bar. I'm assuming the orange bar is food and the brown is wool? Either way, I can't sheer him with a stone axe equipped, an axe and saw, an axe and rope, anything. The "Sheer" option does not appear, only Leash/Unleash, Slaughter, and Info. Does it need more time to grow wool (just tamed) or is something wrong? Also, does Slaughter put you in combat or instantkill a domesticated beast?
