Tracking - How does it work?

Does tracking lead you to the perpatraitor or the hearth fire of them?

Find scents with ranging then use the scent. Depending on the crime it will give you different options. Most only allow you to track A) The Perpetrator, and B) Their Hearthfire, but you can also track C) Stolen Objects in the case of theft. You get multiple uses so you can track any and all of these things if you so were inclined.
