Summoning at hearth fires and killing

Lets say someone steals from your base and returns safely inside their palicade that you can't get in. Can you summon them to their fire from a distance for stealing and also can you shoot them from outside of their palicade?

Yes, you can summon someone as long as you can see their hearthfire.
