Mine holes

Do you have to make mines in cliffs or can you make them anywhere on the ground?

Holes in cliffs are caves, which are all natural. Holes in the ground are mines, which can be built on pretty much any solid ground.

So yeah, you can build (more or less) anywhere on the ground, but not on cliffs.
