question about shocked frogs

when you drop a frog, does and pick it up, is it always a normal frog? or is it a random chance to get a shocked frog when you pick it up?
I want to know because if it's the second option then I could just pick up and drop the same frog until it is a shocked frog, thus easy lp for me.
Did you know that if you stare at the sun just as it sets, you see a green flash...
...and feel a sharp blow to the head, and hear the faint humming of me driving away in your new Tesla Roadster?

AFAIK shocked frogs and ruby dragonflies are generated upon entering the area, not when you pick them up. You can drop shocked frog and pick it up again - it will be the same shocked frog.

So no easy LP for you ;)

So according to this statement, if I were to leave the area and come back the status of the animals would change and I could try to find a shocked frog or ruby dragonfly again from the animals I just dropped. If that is wrong, then the exact animal is determined when it is spawned, not when entering the area. Of course, it could be correct, too, so I'm not trying to naysay here. I'm not OCD enough to test this one.
