The only time quality effects anything that gives storage space is with travelers sacks, which are crippled to less than half efficiency if their quality is under 20

To hax yourself a good traveler's sack, use a bear hide. It takes 5 hard leather and 8 strings, and a bear hide gives 8 string. Even with 1 survival and extremely low sewing (possibly even with 1 sewing) you can't help but get a q20 sack. Hard to get less than 20 when over half the ingredients are q70.

Even trash hardened leather can make a q20+ sack if you tear a q40-50 boar hide or better up into straps. Just make sure to do the math before wasting the hide.
