Not higher quality, but higher tier. Basically, a sling is Tier I, with a base aiming speed of 1x and a skill allowance of 2x. This means, you with 10 Marks can use a q10 or q20 sling, and it will function like a q10 sling. If you had 30 Marks, then your q10 sling would function like a q20 sling (since it allows 2x the skill) but your q20 sling would function like a q30. In other words, your sling should always be 1/2 of your marksmanship skill.
Bows are twice as hard to aim, so with the same skill and quality, it will take twice as long to line up a shot, but it will hit much harder due to the bow's higher damage potential and its ammo. But, with ammo, it introduces another cap. The lowest value of ammo, weapon, and skill is the actual value. q10 stone arrows with a q70 bow will only aim at q10 speed, although the better bow will give it more damage when it hits. Bows have a 2x skill allowance, so a q40 bow and q40 bone bolt (bear bones are your friend) will let you utilize up to skill 80 in Marks.
Rangers bows are 6 times harder to aim than a sling (three times harder than a regular bow) but if you can ever get a good ranger's bow, you can one-shot bears. To help with the longer aiming speed, you can use 3x skill allowance. A q60 ranger's bow lets you utilize the aiming speed of level 160 marks. But, this ranger's bow will only aim as fast as a q10 sling with 20 Marks.
TL;DR - Higher quality lets you aim faster. Better weapon types aim slower.
