average brick quality would be my first guess, since it only requires bricks to build..

as far as I know skills don't mather for building, only for crafting.
eg. higher carp won't give you a better house

Always rounded down btw. So if you have 44 bricks Q 57 and 1 brick at Q56 you get a Q56 smelter I believe.
