Village Claim

I just obtained lawspeaking but I can't seem to have the option to form a village. Is there something I'm missing?
Does there have to be a claim already on the land or something?

Like a good deal of things you need to 'discover' it, play around with discovering everything that goes into making the village claim.

Hmmm I think I've discovered everything I need but I might have missed something. I'll try to refind the bear teeth and deer antlers. That's probably it.

Finding them in boxes or anything won't count though, which kind of ruins the aspect of team-gathering...
So yea, might be you have them but never discovered them
