Which skill do i need do spent lp on to get higher lvls of stone from a mountain by digging or by collecting from large rocks? is it softcapped by the tool i use?

It's not capped by anything.
You just have to find a quality node on a mountain.

Rocks always give q10.

Stone nodes can also be found in caves. The only other way you are going to get above base q is a by product of smelting... ie if the ore doesnt turn to metal it turns to stone, which is the same q as the metal would have been, or by trading. Good axes arent that expensive, if you havent got a village idol, ask the neighbours for help.
