Question: With tea, after you drink it, as the effect goes on your learning % grows with time. Does hemp bud work the same way? I.E. Should I wait till the white line fills up before eating or do I get the full fep bonus immediately?

The first one. At full bar you get the most out of it.

You actually need to smoke 2 hemp buds to hit max, first only brings you to 90%.
