I can't seem to be able to make a pipe even though i have all the required skills and obviously discovered clay, I also have cured hemp buds in case it was required.

I'm not sure if they're triggered by both hemp buds and tobacco or just tobacco. You have to actually collect the item from the herbalist table to unlock it. For tobacco, you need to collect the dried leaf and then grind it in the quern to unlock the pipe. Hope that's some help to you.

I believe it requires baking and cloth making.
