Correct. The random range is also softcapped by your farming skill. This means it could drop to -5, +1.
The random range doesn't determine if your crop quality will continue to rise, though. You need a mathematical analysis of it figuring in your Industry/Nature personal beliefs. The charts have been done on the forums, so I'll quickly recap.
At a neutral standing, you get two seeds. The odds of going up is only 5/11 or about 45% per seed with a normal range, so there is a small increase per generation. However, if you've hit just one of the caps, soil or farming skill, this drops to a 2/8 or about 25% per seed, and you'll stagnate. (This is why raising tea Q is so hard. You never get more than 2 seeds at full nature.)
At full nature, you get three seeds. The odds remain the same, so the increase is actually slightly more than one per generation, even at hitting one of the caps. Note that if you're at both of the caps, you'll again stagnate.
There is a chart around if you want to try and find it. I don't have it bookmarked, though, and forget which thread it's in.
