I'm not 100% sure what you're asking here, but here's the quick guide on silk:
Hatching silk eggs on an herbalist table can only lower the egg's quality. The amount is dependent on the table. Make sure the tables are better quality and you're good.
Mulberry leaves can only lower the quality of the worms. Each time a worm eats a leaf of lower quality, it loses one quality point. If a worm starves one tick, it also loses a quality point. Grow better mulberry trees to stop this and don't let them starve. Even then, with the +5 random range, you can still increase quality, but it goes very slowly.
When unraveling the cocoons, the only caps are the skills of the character doing it. Make sure to have good sewing and dex.
When making thread and cloth, the machines used effect the quality as well as sewing and attributes.
Hope that answers your question. A good silk farm is almost entirely dependent on raising mulberry trees as this is the biggest chance to lose quality.
