So a village claim stops decay in its influence radius, do banners?
I could swear I repaired my wall, but there are chunks of it that are covered by banners which have decayed to near death.

Cupboards ALWAYS decay outside, because they 'belong' inside.

I am actually not sure right now if it is even possible to build walls on unpaved ground since I would never do that. It should be possible though like with every other buildable structure too.
