Some people foolishly stole from me before I could get a wall up and their camp is very close by. How do I summon them when they are offline? Their hearth fire is inside a palisade.

pickup summonable scent (like the green theft scent) and while it is on your cursor, right click their hearthfire.
dont forget to bring a sling

Will summoning them in their land count as a crime itself and will I need criminal acts to do so?

Yes.

You'll need rage to summon then and turn criminal acts on, thus leaving assault scents when you summon.

How long do scents last if kept in a storage unit or inventory?

Theft/Battery- 2 days
Vandalism-4 days
Murder- 9.3 days
