Will this be an effective way of killing someone?

Someone stole from me and they live very close by. Unfortuanately, I don't have my palisade set up yet, but I have a nice Q91 sling from my past adventures. I don't want a murder scent or a battery scent, so would it be effective to summon them, damage them a little, atleast hurting their armor, and making them go hungry from health loss?

It depends what they are wearing, you might be able to damage them or you might not even scratch them.

They wont "die of hunger" offline cause HP regeneration stop when you are log off, same goes for hunger. though you could keep him aggroed or something if you managed to damaged him, though that risk him or his friends logging in and finding you as it takes a very long while to starve to death.

Build the palisade, then kill them.

Unfortuanately I think the scent will wear off before the palisade can be built. Should I bait him with more goodies?

Kill him, break all his shit, take the best stuff and move far away. If you haven't got a palisade up yet then you can't have much good stuff to stay in that area for.
