That happens when the ore is turning into metal. It only happens when you don't use the fuel bug I am pretty sure.

Nah. One is running with only ore in it. The other has bars in it from a previous run. (I think you can figure out which is which.)

Only happens if the Smelter is smelting Iron Ores into Cast Iron and yes it doesnt work if u Fuel bug it to 1 tick since that animation is the 3rd last tick of the smelting (iron) process.
You will not get this animation if you smelt anything else.
