You can only get clay from mudflat and shallow water. But like the other guy said, not every place that has mudflat and shallow water is on a clay node. It's like how you can only get fish in water, but not every river has a fish node.
If you only need clay for a kiln and so on, rather than specifically acre clay, it's quicker to jump in a boat and go looking along river banks than to look only on mudflats. If you see a suspiciously empty claim along a river bank, try digging in the shallow water just outside the claim (and if you don't find anything, check the water quality in the river). Someone else will have claimed the centre of the node, but unless it's been dug right down you should be able to get some lower-q clay for yourself.
