I know for sure that animal corpses decay inside them so my guess would be no.

I'm 90% sure that things in carts do not decay (excluding animals). We store looms in carts and they seem to be fine =p

While carts do not "revert" objects that are inside of them as this is a graphical bug, it does stop the decay of any liftable object except animal corpses. It is noteworthy that carts will also invoke the leather tub bug of any leather tanning, making the progress 92% when inserted.

Curiously all of those also applies in the interior of a house as well which makes me wonder if carts are simply hearthling inaccessible pocket dimensions similar to houses.

I would say "No."

Also, the leather thing isn't a bug. It's an intentional workaround of another bug as exhibited recently when someone made a post about trying to tan a troll hide.
