The leaves reduce or raise the quality of the worms by 1 every time they're eaten. The cauldron (and water!) softcap the filaments. The spinning wheel softcaps the thread. The loom softcaps the cloth. Your dexterity, sewing, farming, and psyche all play a part in the skill softcaps. This is why silk is as expensive as steel with proper quality.
Mulberry leaves will never do anything but lower the quality of the worms. The cauldron Q has nothing to do with the quality process. Constructed tools are actually a part of the equation in almost everything--loom, spinning wheel, wine barrel, etc.--and can actually raise the quality.
There are a couple really good guides on silk if you read the appropriate wiki articles. There are several good threads here on the forum discussing silk production.
