Hammer & Anvil quality

Can someone please tell me the *correct* quality formula for, say, a bronze steed?

I'm 100% positive I crafted an anvil with q81 bars - and the hammer q is 81 - however, the formula that I thought applied:

steedQ=(2*metalQ+anvilQ+hammerQ)/4

doesnt seem to work... For example, with q20 bronze, I get out a q46 steed, whereas that formula predicts q50...

Perhaps it's similar to the animal hide softcap? The formula for animal hides is:
((Animal_Quality+Tool)/2+Survival)/2

That is, it first reduces quality according to the tool, THEN again according to the survival skill. Perhaps metalworking has a similar method?

I'm pretty sure I'm not softcapping anything, my smithing is 100, and my strength is far higher than that.

Probably not softcapping, but some other lower stat? Is the hammer, anvil, or anything else of questionable quality? Or does the steed require something like dex perhaps?

Well, I'm nearly 100% the anvil was made using q81 bars. Thats why I want someone to tell me the correct formula :)

EDIT: What would be great, is if someone else, who 100% knows the q of their anvil etc, could post a result of their test :)

EDIT:

Test 1: q81 hammer, q81 anvil, q20 bar - q46 steed
Test 2: q81 hammer, q20 anvil, q20 bar - q31 steed
Test 3: q65 hammer, q81 anvil, q20 bar - q43 steed
Test 4: q65 hammer, q20 anvil, q24 bar - q30 steed
From these tests, it seems like the hammer quality is multiplied by 4/5 before the formula is calculated...

Prisms and toy chariots both turn out to be softcapped by perception, of all things. Any way this could be an issue for you?

nope, my perception is higher than all the qualities...

EDIT: Still wondering about this, if someone else can post a test that would still be wonderful :)
