Should I raise my UAC even if I am using shield move? People on global chat say I will lose my defence slower then o0.

Which skill you use will be determined by your maneuver then. Block uses Melee Combat while all other Maneuvers use Unarmed Combat. UAC is pretty much the better choice unless you are unnaturally familiar and crafty with the combat system. It's better because of the various maneuvers.
