Can a mine hole be built inside a mine?

Sorry if this comes up as a stupid question but i rather confirm before wasting all the materials. I've been able to build the construction side for a mine hole inside my mine tunnels but I don't know if it would be blocked or something if finished. Also I found minerals below so your help would be mostly appreciated!

You can, it's the only way to get to the lower levels after all.
