Potentially, yes. Your fishing equipment acts as a softcap to the quality of the fish you're catching. They will never raise the quality of the fish above the node's quality though, only low quality equipment can lower the quality of the fish you catch.

Quality also affects what kinds of fish you get.
It seems that with high enough quality fishing equipment all you get is perches.
