Try uninstalling and reinstalling java. The link can be found here:
http://www.java.com/en/ When you get in the website push the "free download" button and it should go to the download for your system, unles your computer is windows 64-bit, which it will go to 32-bit (Which also works for me for 64-bit computer). If that doesn't do it, then I don't know anything else. (I'm not a computer expert. I just follow what other people say to do, but I think reinstalling java should fix it.)
Edit: I looked up that file in my java folder. It seems to be in "C:\Program Files (x86)\Java\jre6\bin". I use the 64-bit found in "C:\Program Files\Java\jre6\bin" which uses a similar file called "MSVCRT.ddl".
