Discovering the Loom?

I was curious as to how one would go about discovering the loom? I have discovered all the required materials (boards, string, block of wood, and branches) and have the required skills, but still no loom showing up in my build menu... Do you have to discover wool or something first?

You also need the skill Basic Mechanics
