What are these? Bandits?

In one of the OLD screenshots to this game, I see this guy fighting what appears to be people, but they have an animal like picture. Did there used to be bandit NPC's or did people with bandits mask and swords look like this?

When I joined the game they already had been taken out. I am not entirely sure if they dropped the cape and the hat.

They didn't drop anything and they were weaker than foxes.
