How do Ruby Dragonflies work?

Are they kind of liked shocked frogs, where everytime you pick up a frog it has a chance to become one? Or When you're chasing a dragonfly is it already determined whether it will be a Ruby or Emerald Dragonfly?

There are Emerald or Ruby Dragonflys - so already determined

Pre determined only it looks the same as a normal fly

Also you can't just keep dropping and picking up a frog for a chance to become a shocked or else everyone would be botting it and they'd be worth a lot less in trade.
