Animal level

I've heard that animal levels are based off civilization level of the area (apperently the number of buildings created in the area).
Does it mean-when the level of civilization gets higher, animals get weaker?
Can i find boars level 8? Or foxes level 5?

You are correct, highly civilized areas will decrease the levels of animals. This does not mean you can find animals above their current level caps though.
