Best I've come across yet is Q50 (just a few seconds ago actually) , and even that's not enough to stop looking for better.

If you plan on a big brick wall, the q48 clay will come in handy.

Q48 clay is a damn good start if you don't want to compete and attempt to protect a really high quality spot. As rye said above, Soil really is more important as you'll be going through a lot more of that as well as getting your crop Q up much faster, plus you'll outgrow that q48 clay within a couple of months. However, a good supply of q45ish Toy Chariots isn't anything to sneeze at, either. They're not the best of curios, but they're far from the worst (considering they're only 3 weight, they make great fillers).

The location of a settlement is probably one of the hardest things to pick. There's so many variables to account for. Good luck in your decision, no matter what you decide to do.

I don't like settling on mudflats unless you know there's better quality soil underneath. You have to plant grass before you can farm or do anything else with it.
