Requirements for becoming a Lawspeaker?

I heard something like you need 15 charisma to join a village, is this true? Also if this is true, does this only apply to lawspeaker or does it apply to all villagers? Will bonuses from bear tooth talismans count to the charisma when joining a village?

Chieftain requires that the target villager have at least 25 charisma

To become a Lawspeaker, you must have the Lawspeaking skill and interact with a freshly made Village Claim to form the village (or you can become it under other circumstances when there isn't a Lawspeaker).

To become a Chieftain, you need to have 25 charisma (achievable with base 10 and the buff from wine), and be appointed by the Lawspeaker.

To become a villager, you either need to be there when the village was founded, or get an Oath from either the Lawspeaker or Chieftain.
