What order are buffs applied, is there a rule, or is it just whichever is applied first

for example, 30% str from a bear cape, would you gain 30% of the 20 from your bear cape and your base? or doesn't the extra str benefit from the barb buff?

bonus from cape is added to your base and then it's multiplied by barbarism modifier.
Or in other words - both your base, and bear cape bonus are multiplied by barbarism modifier.
