For goods produced by leather, its sewing I believe.
For the leather itself the only skill that really comes into it is survival, for skinning the animal.

Higher survival = better hides + better saw (branch + bone)
Better saw + carpentry= better boards
better boards = better tanning tubs

The water and bark qualities that you put in the tanning tubs also play a role in the leather outcome. I'm guessing that the leather can never be higher than the hide that was used to make it but I've never confirmed that for sure.

When you finally have the leather, sewing affects nearly everything you make with it. As with all skills, if your sewing is higher than or equal to the leather's quality then the result should be the average of the qualities that went into it. If your skill is lower then the result will be the average of the qualities and your skill.

Example: Your sewing is 40. You are making leather pants with a 50 leather and 2 45's. The pants will come out Quality 45 {50+45+45+40(your sewing skill)}/4 = 45.

I'm not sure what happens if one of the leather is higher than your skill while the rest are below it. I'm assuming it still averages them all together as long as at least one piece is higher than your skill.

That's possible. I'm not positive in which order it's performed. Can anyone confirm?

Edit:
xybb wrote:In fact, your skills don't limit the quality. If the quality you'd get without using your skills would be higher than your skill value, the quality is averaged with the item quality and the skill level.

An example: Smithing lvl 20, 6 pieces of Wrought Iron with quality 50. Let's ignore the Anvil and the Smithey's Hammer quality. You'd get q 50 Chainmal Shirt, but it's higher than your Smithing. So it will be averaged, which means the resulting Chainmal Shirt will be q (50+20)/2 = 35.

Assuming Xybb is correct, this indicates that I was wrong in my original post and the average of the qualities is calculated before averaging your skill level into the equation. thanks for the correction Kimya.
