How Do I: Mine hole

I've scrolled through a lot of the related topics for the answer to my question using the fabled search button and couldn't find it so here goes:

When building a mine hole, the "landing area" has to be clear or it will come up with an error after you've built it.
However if the place you were building it over was claimed with a p or v claim would said mine hole work?
