This is true?

Smelting iron ore with full industry will give you more bars on average.

And the bigger question is how does it determine who "smelts" the ore. The only thing I can think of is who hits the light button. So can the full industry fill the smelter hit light and allow others to add ore? Or do they have to add the ore, the charcoal AND hit light for the bonus to activate?

Actually, the chance for ore to turn into metal is set when you mine the ore.

In other words, industry comes into effect when you mine the ore. So the ore mined by industry people will have a higher chance of producing metal.
