Annoying Ender-related Personal Claim Problem

Hey guys, it's been a while.

Ender Version: 04.08.11

So, basically...
I right click my claim, and I get this interface. Is this some sort of new Ender feature? If so, how the devil do I use it?

Likewise, is this a bug, or do I have something toggled on to cause this?
I've just logged in and directly right clicked my claim post, nothing else. I had this issue when I built it, too.

Ah yes, it seems that using the Personal Claim activates the Ruler Tool, also activated by Ctrl L.

Huh... I thought I downloaded this version last night. Thinking about it, I didn't.
