does hammer+anvil affect bloom q

if i have q40 bloom and only a q24 anvil and hammer will it get reduced or not?

wondering because i want to remake my hammer + anvil with the +20% blooms but i dont want to waste cast making q 40 hammer and anvil first.

nope, hammer/anvil is irrelevant, bloom has a 10%? chance to increase its q by 20% (40x0.2=8, 48 being the max wrought/cast you can make with your current bloom q)

I'm 100% sure its a yes, it has a chance to increase or decrease quality randomly, but lower quality hammer/anvil lowers it before that part is even calculated. I don't have quality 40 yet, but my earliest blooms were done with a quality 10ish hammer/anvil I got 3 different qualities from the wrought(lowered, proper, and improved), all lower than the original bloom.

I think anvil/hammer q actually softcap the bloom

it is softcapped. used q52 anvil and q54 hammer for this, which are for sale now btw :)
