Is there some kind of formula to how Beeswax is produced at the Beehive? I've planted and harvested my entire garden about 3 times now, and the hive hasn't produced any honey or wax.

Beeswax has to be literally the most mysterious object in Haven. I don't think even Loftar knows how it works.

It's a mystery Jorb or Loftar won't explain. Just be patient, you'll start getting it if you keep your crops growing. The more the better.

It doesn't solve the problem of getting wax and honey out of a hive that's already new. It only helps with getting better quality.

Mmm. As far as i'm concerned.
To get wax, a beehive need to contain honey. (flowing honey from the beehive) + (it need growing plants. preferably lots of fast growing plants.)
Mind you, a beehive with honey also degrades in its product quality if it can't find (or has) any growing plants to serve.

If you're not getting wax or honey at all, you need to plant more crops. In my experience, 200 seems to be the magic number. Anything less than that and you'll rarely see anything come out of your hive. Once you cross that threshold of 200 crops, you'll see a consistent supply of wax and honey as long as you keep crops growing around it. If you have more than one hive, make sure their radius' don't overlap. If they do, it completely screws with wax and honey production since they'll try to feed off the same crops.

Makes sense you would need the Candlemaking skill before you could harvest Beeswax from a Beehive. (added to wiki)
