Why can't I initiate Kiln building?

I have the Kiln building unlocked and I created a 3x3 stone area. When I try to build a Kiln there, which I should be able to, nothing happens, not even the "you need this much materials interface appears". Usually it gives the message that it is wrong place to build on if I try to build on a wrong place, but here it says nothing.

So what is wrong?

Could be that the resources are just being slow to load up. If resources aren't loading properly, logging out and logging in will fix it and they'll show up properly. That's logging out, not quitting the client. Otherwise, what Potjeh said.

could also be you're standing too close...happens most often when boxing in animals while hunting. if you're building on that 3X3 area you need to step back a tile or 2 out of that area to place the sign.
