Can you Plow the White areas on the map(Thick woods?)

Can you Plow these areas or what? On the map @ -85,55 there is a settlement in the middle of one of these such areas, but when ive tried i cannot plow them. It isnt the only one i have found. Am i missing something here?

Ya, you can. You can plow them then pave or grass them. It takes a ton of stamina though so have lots of food and water available.
