Can I put palisades on the (stomp to dirt) option on the plowed ground?

Yes, but it will not be protected from decay. Put it on paved tile and save yourself the trouble.

Thanks, but when I try to pave the tile it says "there is not enough clearance to pave there". Maybe because it's too close to shallow water?

Correct. You can no longer pave within a certain distance of water. There were problems with island fortresses being unbreachable because you couldn't get a ram up to the wall.

If there is not enough space to pave an area then I am pretty sure you cant build there either. It is to stop walls from being built right up to the edge of water so that no Ram could be build.

It's not on the edge. There is a block of distance from the edge.
